Purpose of Job

This position is responsible to operate the emergency dispatch center including multiple response and communications systems. This position will, in conjunction with emergency response team and leadership, facilitate communications with affected plant production unit operations and departments in response to emergencies to help effect successful mitigation of emergency events.

This position will also support administrative actions around response including maintaining and providing update to governing response procedures affecting Emergency Team and Emergency Operations Center activation/call-out, evacuation/muster instructions, headcount accountability, community and external agency notifications, and similar.

Key Accountabilities

  • Perform ERT related dispatch duties for Complex and complex affecting off-site emergencies including the following:
    • Answer Emergency phone (5777) and solicit and record pertinent emergency information from callers and relay facts/details accurately and concisely to initiate response.
    • Monitor ERT, Safety, & Security Radio Channels for emergency response requests and initiate response per procedure.
    • Monitor Process Fire and Gas Detection Systems and PAGA alarms to initiate response per procedure.
    • Monitor Building Fire and Gas Alarm Systems to initiate response per procedure.
    • Perform Unit, Area, and Site Wide Information PAGA / E-Notification Announcements per procedure or as directed for Evacuation/Muster, Shelter-In-Place, and Informational notices.
    • Perform CAER Notifications per procedure and as directed.
    • Notify management of ERT Responses via E-mail to Text per procedure.
    • Monitor Weather and issue Heat Index/Temperature Alerts, Lightning Alerts, Tornado Warnings and other weather event alerts per procedure or as directed.
    • Respond to and support Chemical Transportation (CTIRP) incident reporting
    • Interact with 911 to request Acadian ambulance, mutual aid, LEOs, etc. as directed
    • Log all activities and support ERT run report / medical report completion as needed.
    • Monitor CCTV for Flare activity, leaks, and other operational upsets.
    • Conduct shift turnover to relay information / instruction to incoming dispatcher.
    • Manage/respond to Mutual Aid / CAER routine roll calls (supporting Parish OHSEP)
    • Communicate concerns/issues to ER Supervisor / ER Manager.
    • Prepare, complete and process necessary reports to include reports, statistics, daily activity, incident and condition reports as directed.

Formal Education

High School Dimploma or GED

Working Experience

· One (1) year experience in dispatching in an industrial plant or municipal setting

Required Personal and Professional Skills

  • Highly effective oral communication skills.
  • Ability to be empathetic but also sufficiently dispassionate to remain calm and effective in potential high stress situations.
  • Good interpersonal and collaborative skills
  • Experience with SAP, MS Office Suite, Teams and SharePoint software preferred
  • Ability to protect information around emergency response including nature of event, damage, condition of the plant as well as identity, medical condition, and personal information of victims and responders. All such information is confidential and/or legally protected and can only be disclosed on a need-to-know basis per procedure or as directed by ER management.
