Purpose of Job

  • Ensure appropriate protection of Company personnel, information, and property through the implementation of security policies, procedures, and standards for complex.

Key Accountabilities

Ensure security is compliant as related to all Department of Homeland Security regulations, with a focus on Chemical Facility Anti-Terrorism Standards (CFATS), Title 6 US Code of Federal Regulations, Part 27Conducts Security Vulnerability Assessments using approved methodologies, as well as 33 CFR 105 security requirements for U.S. maritime facilities, including compliance obligations, security personnel roles, and operational procedures. Directs, establishes, promotes, and maintains security programs and initiatives within facility Act as security consultant for the North American Region including Houston, Tucson and Lake Charles Manage the development and implementation of security policies and procedures for the North American Region Responsible for the accurate and timely reporting of accidents and/or incidents in accordance with facility notification plan Develop and improve security program consistent with best industry practice and initiatives Maintains the badging system for the North American Region Work with various departments (i.e. Operations, IM, HR, etc) to help them implement and meet security goals Develop relationships and interface with local, state, and federal law enforcement agencies, as well as provide oversight to the contract guard service Interface with Lake Charles Chemical Complex on site wide security issues and end-state integrated site security profile Interface with Forensics and Human Resources on North American Region investigations Manages the security contract, as well as a large onsite security staff for the Lake Charles facility averaging 65 contract personnel Coordinate with Information Management (IM) and vendors on cyber security, access control, and physical security design Identifies security-related risks and devise polices, guidelines or actions to mitigate those risks Ensures compliance during audits and address all findings and observations in a timely manner Serves as the primary liaison with local, state, and federal law enforcement agencies regarding security response, traffic control and other appropriate measures Initiates and oversees the development, implementation, administration, monitoring and improvement of security/loss prevention n plan, policies, programs, procedures, and protocols designed to protect company personnel, assets, plant operations, service providers, vendors, visitors, and the community Ensures that site security response systems and procedures are coordinated and aligned with federal, state, local, industry and company threat levels and ensure the capability to respond to any change in external or internal security threats in a timely manner Establishes operational procedures for access control, traffic control, guarding and patrolling physical property, random and targeted audits, and investigation of accidents and criminal acts Maintains a strong working relationship with all facility departments, joint venture partners, and facilitates a positive engagement strategy with management Provides direct support to operations during exigent circumstances or disaster recovery operations. Coordinates the security aspects of site emergencies, including securing the perimeter, controlling access points, assisting with mutual aid, coordinating with the local Emergency Operations Center and area law enforcement, and evacuating contractors and employees as appropriate Conducts investigations or actions, such as a specific issue or situation which results from a complaint, allegation, or where there appears to be violations of a security policy; or self-initiated investigation designed to respond to security issues impacting personnel, equipment, or assets Projects and makes recommendations for the annual security budget for the North American facilities; to include the administration of security facilities, systems, and equipment to include surveillance equipment, badge identification system equipment, and security

Formal Education

  • Bachelor's Degree preferred

Working Experience

  • 10 years of experience in law and/or security enforcement, including leadership experience in crisis management in high-risk environments

Required Personal and Professional Skills

  • Must be knowledgeable of chemical industry security, vulnerability assessment methodology, physical security, investigations, interviewing techniques, crisis management, executive and traveler protection, control of regulated products, supply chain security, international terrorist goals, methods, capabilities, and limitations required.
  • Experience working with U.S. State Department or other U.S. Federal Law Enforcement agencies preferred
  • Experience in the development of security policies and procedures. Broad based professional knowledge of security hardware, alarm and video surveillance systems, electronic security issues and safeguards preferred.
  • Excellent interpersonal, organizational, and communications skills, as well as the ability to deal with all levels of people, both inside and outside the company
  • Comprehensive understanding of the criminal justice, court system and private security regulations
  • Basic knowledge of data analytics and social media tools for threat mitigation and internal communications
  • Understanding of the complexities of software and networking; how the systems work together
  • Ability to efficiently manage multiple tasks simultaneously to completion
  • Accuracy and attention to detail
  • Comprehensive understanding of physical security threats and investigations
  • Strong verbal presentation and written communication skills
